Francha J. Francis was arrested last week and charged with manslaughter with a vehicle in the second degree, operating under the influence, driving with a suspended license, and operating without a license, New London Police said on Monday, Nov. 11.
Francis' last known address was listed as a halfway house in New London operated by a substance abuse and alcoholism dependence center, according to state records.
Police said Francis crashed into two scooter riders on Broad Street in New London on Wednesday, Oct. 9, just before 11 a.m.
Raymond Getty was on one of the scooters. Paramedics rushed him to L+M Hospital, but doctors were unable to save his life. He died two days later, police said.
An obituary for the 68-year-old New London native said he was a loving man who had worked at an area Walmart for more than 10 years.
(Raymond) was known by many people as a kind and caring person. His life was not an easy one. He had many struggles that we may never truly understand. He had to face each one every single day, and yet he chose to be the caring and giving person that most people know and love. He always put others’ needs above his own. He always strived for independence and didn’t want to be a burden on anyone. Raymond was an organ donor and through his gift, he has helped other families.
Francis was being held on a $100,000 bond, authorities said.
